How much does it cost to build a villa in Jordan: why there is no single number

When a plot owner asks me what it costs to build a villa in Jordan, I ask back: which villa, on which plot, and at what level of finishing? Any number given before those questions are answered is a guess. Material and labour prices in Jordan change from one season to the next, and the figure your neighbour paid last year does not apply to your project today.

The only accurate method is a quantity take-off from the drawings: how many cubic metres of concrete, how many tonnes of steel, how many square metres of stone and tiling, each priced at today's rates. This article explains the two stages of construction, what goes into each, the factors that push the cost up or down, why two quotes for the same project differ, and how a bill of quantities protects you before you sign.

The structure stage: what the shell of a villa includes

The structure stage, called the skeleton or shell, runs from excavation to the last concrete pour. It usually covers excavation and backfill, footings and ground beams, columns and load-bearing walls, concrete slabs and stairs, block work for internal and external walls, and waterproofing of the foundations and roof. In many contracts the stone cladding of the facades is part of the shell, and in some the first-fix electrical and plumbing runs inside the walls are included before plastering.

The word shell does not mean the same thing to every contractor. Some include the stone, some price it separately. Some include first-fix services, some leave them to the finishing stage. That is why you cannot compare two quotes by one word; you compare them by a written list of items.

The finishing stage: what it includes and why it varies so much

Finishing is everything that turns a shell into a home: plastering, floor and wall tiling in ceramic, marble or porcelain, doors, windows and aluminium, paint, false ceilings, sanitary ware, electrical points and lighting, the kitchen, heating and cooling, glass and railings, and garden and boundary works if there are any.

This is the stage where cost varies more than anywhere else. A local tile and an imported tile can differ several times over for the same square metre. A basic aluminium window and a thermally broken window with double glazing differ in price and in how the house feels for the next twenty years. That is why quotes use words like standard finish or super deluxe finish, and those words mean nothing until they are translated into a written specification for every item.

What determines villa construction cost in Jordan

The main factors that move the number up or down:

  • Built area. The total floor area is the basis of any estimate, but cost does not rise in a straight line with area, because large houses spread fixed costs like excavation, boundary walls and utility connections over more square metres.
  • Number of floors. Two floors on a small footprint save on foundations and roof compared with one large floor of the same area, but they add a staircase and an extra slab.
  • Basement. Excavating in rock is expensive, and basement walls need waterproofing and drainage, but in many zones the basement gives you area that is not fully counted in the building ratio.
  • Stone type. Jordanian stone varies in price by quarry, colour and surface finish, and detailed cutting patterns on the facade raise the labour cost.
  • Finishing level. The widest item of all, as explained above.
  • Site slope. A sloping plot needs retaining walls, more excavation and foundations at different levels.
  • Type of contractor. A classified contractor with a contract and a resident engineer prices differently from a builder paid by the day, and differs in responsibility and in the quality of what is handed over.

Why two quotes for the same villa differ

Owners sometimes send me several quotes for one project with a wide gap between them. When I review them, the gap is rarely about price alone. It comes from four things.

What each quote includes: one covers stone, waterproofing and first-fix services, the other leaves those items to be agreed later.

Material specifications: steel of a stated grade, or just steel? Ready-mix concrete of a stated strength, or site-mixed?

The method of calculation: some contractors price per square metre of built area, others price per item, and the difference shows up in how the garage, terraces and roof are measured.

What counts as extra work: the cheap quote usually leaves gaps that are priced later as change orders, at a point when you cannot negotiate because the work is already under way.

How a bill of quantities protects the owner

A bill of quantities (a list of every item in the project with its quantity and specification) is the document that turns the question of villa cost from something unanswerable into a number you can hold someone to. When every contractor prices the same bill, the comparison is fair because everyone is pricing the same quantities to the same specification.

It protects you at three points. Before signing, it exposes the quote that left items out. During construction, it prevents unjustified change orders because every item is written down. At payment, it ties each instalment to executed quantities rather than estimates. This is what I provide in the quantity take-off and cost estimation service once the drawings are complete.

How design decisions change construction cost

Design is the first place the number is set, long before the contractor arrives. Examples from my villa design work:

A simple rectangular footprint costs less than one with many corners and projections, because every corner means extra formwork and stone. Reasonable spans between columns keep beams and steel quantities down. Stacking kitchens and bathrooms above each other shortens the service runs. A simple roof is cheaper than several roof levels. A facade in plain stone with a few considered details costs less than one covered in cornices and arches, and it can look calmer and better.

A complete set of construction drawings is what makes all these decisions priceable with accuracy. Incomplete drawings mean estimated pricing, and estimates always lean in favour of the person pricing, not the person paying.

How to start the right way

Start with a design that fits your plot and its zoning, then ask for a bill of quantities from the final drawings, then collect contractor quotes on that same bill. In this order you know the number before you dig, not after.

If you are planning a villa and want an estimate built on your own drawings rather than a general figure, send the site plan and the scope you have in mind and I will reply with a written quote.

Frequently asked questions

How much does it cost per square metre to build a villa in Jordan?

There is no fixed rate per square metre. The cost depends on built area, number of floors, whether there is a basement, stone type, finishing level and site slope, and prices change every season. The accurate method is a quantity take-off from the drawings priced at today's rates.

What is the difference between structure cost and finishing cost?

The structure is the shell: excavation, foundations, columns, slabs, block work and waterproofing. Finishing is everything after that: plastering, tiling, doors, windows, electrical, plumbing and the kitchen. Finishing is where cost varies most, depending on the materials chosen.

Can construction cost be estimated before the design is done?

Only as a wide general idea. A reliable estimate needs complete drawings from which the engineer measures quantities item by item and then prices them, and this service is offered once the design and construction drawings are complete.

Quantity take-off and cost estimation

The question everyone who wants to build asks first is: how much will it cost? The honest answer does not come from a rate per square meter but from measuring the quantities off the drawings themselves. I prepare the bill of quantities and a stage by stage cost estimate for villas and apartment buildings in Jordan, so you can compare contractor quotes on one basis and reduce variations after signing.

Construction drawings

The preliminary design explains the idea and the permit drawings fix what is allowed, but the construction drawings are the set the contractor actually builds from: every dimension, every material, every detail. I prepare architectural construction drawings for villas, apartment buildings and commercial buildings in Amman and across Jordan, coordinated with the structural and MEP engineers and delivered as AutoCAD and PDF.

Construction supervision

Good drawings do not guarantee a good building if nobody checks what the contractor executes. I follow the construction of villas and apartment buildings in Amman with site visits at every stage, checking the work against the drawings, approving materials, controlling changes and sending the owner a report of what was done, in coordination with a licensed engineering office as the regulations in Jordan require.
